Law Enforcement Sales

Official Use Law Enforcement Sale Requirements   

With a “Sales to Law Enforcement Certification Letter” on agency letterhead and signed by a person of

authority within the individual’s department, a Law Enforcement Officer (LEO) may purchase a regulated

firearm for official duties and take immediate possession of the regulated firearm.



When completing your Maryland 77R application, you must select Dealer Sale. Law Enforcement Sales cannot be Secondary Sales.


When completing your Maryland 77R application you must upload a "Sales to Law Enforcement Certification Letter". The information required in the LEO certification Letter are as follows:

  • The LEO Certification Letter is on the agency's letterhead.
  • The LEO Certification Letter is signed by a person in authority within the agency.
  • The LEO Certification Letter states the  officer will use the firearm in the performance of official duties.
  • The LEO Certification Letter states a record check has been conducted and the officer has not been convicted of a misdemeanor crime of domestic violence.



LEOs buying a regulated weapon for personal use are subject to the same application and wait process as any Maryland citizen/resident, but are still exempt from the HQL requirement.
